Abstract

This study formulates a preliminary collaborative cultural tourism masterplan for Kemiren Village, Banyuwangi, through a context-specific Sextuple Helix framework. Qualitative document analysis examined four Indonesian-language focus group discussion (FGD) records dated April-May 2026, covering tourism-office, community-tourism, enterprise, and customary-community and environmental perspectives. Analysis and preliminary design were organised within an adapted Analysis, Design, Development, Implementation and Evaluation (ADDIE) process. The records identify cultural houses, rituals, performing arts, food and local enterprises as interconnected resources, alongside fragmented visitor management, limited documentation, uneven digital capabilities, enterprise constraints and environmental concerns. They also emphasise boundaries around sacred traditions and residential spaces. The proposed framework assigns responsibilities across academia, government, business, customary communities, environmental stewardship and digital practice. It connects cultural approval, service readiness, information maintenance and environmental review with proposed planning actions. These functional domains can overlap within individuals and organisations. Digitalisation is positioned as support for cultural learning, documentation and locally managed services. The contribution is an evidence-informed planning framework; effects on income, cultural transmission and environmental performance require subsequent implementation and evaluation.
