THE EFFECTIVENESS OF THE RUMAH ILMU AREK SUROBOYO (RIAS) PROGRAM FOR CHILDREN FROM LOW-INCOME FAMILIES AT THE SURABAYA CITY SOCIAL SERVICES AGENCY

Poverty remains one of the social problems in Surabaya City that limits access to education for children from underprivileged families. Low family income often causes children to face obstacles in obtaining a proper education, potentially increasing the number of children who do not attend school. To address this issue, the Surabaya City Government, through the Social Services Agency, has launched the Rumah Ilmu Arek Suroboyo (RIAS) Program, a boarding school-based educational program that provides educational facilities, character building, and skills development for children from underprivileged families. This study aims to analyze the effectiveness of the RIAS Program in Surabaya. The method used is qualitative research with data collection techniques through interviews, observation, and documentation. The results show that the RIAS Program has been quite effective in providing access to education, improving the discipline and independence of participants, and helping to reduce the economic burden on families. The implementation of the program is also supported by systematic socialization, inter-agency cooperation, and the provision of adequate facilities and infrastructure. However, there are still several obstacles, such as limited number of assistants and suboptimal data collection on facilities. Therefore, it is necessary to strengthen program management and increase resources so that the implementation of the RIAS Program can run more optimally and sustainably in supporting increased access to education for children from underprivileged families in the city of Surabaya.
